COMPENSATION Salary Range: Min. $173,522 - Max. $195,212
RESPONSIBILITIES: New York City Transit (NYCT) is seeking a highly
strategic and results-driven Senior Advisor, Financial Compliance &
Change Management to support agency-wide fiscal health, operational
efficiency, and availability initiatives. This senior-level role
serves as a trusted advisor to executive leadership, providing
expert guidance on financial compliance, budget performance,
cost-savings initiatives, and enterprise-wide change management
efforts. Reporting to the Chief Administrative Officer, the Senior
Advisor works closely with the President of NYCT and acts as a
representative for senior agency leadership across shared services
and consolidated functions. The role manages special projects
critical to NYCT’s fiscal sustainability and engages with direct
and matrixed staff in support of executive priorities and the
President’s strategic vision. Strategic Financial Advisory &
Compliance Advise the Chief Administrative Officer, President, and
executive leadership on matters impacting NYCT’s fiscal health,
governance, and financial performance. Identify, assess, and
mitigate financial risks; design and implement internal control
frameworks to support savings initiatives and fiscal
accountability. Develop, review, and present executive-level
reports, financial studies, and analyses related to overtime,
procurements, labor controls, expenditures, and cost-savings
strategies. Support budget projections and long-term financial and
business planning; identify budgetary risks and organizational
governance concerns. Establish consistent financial and compliance
processes across NYCT departments and communicate objectives to
executive and senior leadership. Conduct root-cause analyses and
implement strategies to improve efficiency, responsiveness, and
cross-departmental alignment. Act as a senior leadership
representative and correspondent with internal and external
stakeholders on fiscal and operational matters. Availability &
Workforce Initiatives Serve as the primary executive point of
contact for employee availability initiatives, ensuring leadership
sponsorship and effective execution. Collaborate with Human
Resources, Labor Relations, Legal, and other agency partners to
ensure availability programs are compliant, measurable, and aligned
with agency budgets. Monitor initiative effectiveness and ensure
outcomes are reflected in departmental financial plans. Provide
strategic guidance to departments and support development of
tactical initiatives that advance NYCT’s availability goals. Change
Management & Operational Efficiency Lead cross-functional and
consolidated teams to identify efficiencies and support a
responsive, integrated operating environment. Identify and resolve
performance gaps, eliminate barriers to execution, and establish
timelines for process improvements. Leverage data analysis to
support evidence-based decision-making and achievement of savings
targets. Champion innovation, continuous improvement, and
best-practice adoption to enhance organizational effectiveness and
service delivery. Additional Responsibilities Perform other duties
and special assignments as directed by the Chief Administrative
Officer and/or President. EDUCATION AND EXPERIENCE : A
Baccalaureate Degree from an accredited college in Business
Administration, Public Administration, Accounting, Finance, or a
satisfactory equivalent Fifteen (15) years’ experience, of which
nine (9) must have been in a managerial or supervisory capacity.
DESIRED SKILLS: Excellent quantitative, analytical, and
problem-solving skills, together with demonstrated quantitative
skills and proficiency in Excel modeling. Excellent communication
skills, both oral and written, with the talent to communicate
complex quantitative concepts in a clear and succinct way to
internal stakeholders. Strong interpersonal skills with an
established history of working on projects requiring group
consensus and cooperation among people with no direct reporting
relationships. Must be capable of building a strong and successful
network, developing new relationships and influencing decision
makers. Demonstrated ability to work in team and/or group settings,
including team process and staff development skills. Ability to
prioritize among competing needs and opportunities and manage
multiple projects at the same time. SELECTION METHOD Based on
